Why the Downstream Chain Matters
R2v3 holds recyclers responsible for where materials go after they leave. Here's how downstream due diligence works.

When your old equipment leaves our dock, our responsibility doesn’t end. That’s the whole idea behind R2v3’s Appendix A — the downstream recycling chain requirements. (As with our other standards posts, this is our educational summary, not SERI’s official interpretation.)
It’s one of the most demanding parts of the standard, and for good reason. A recycler can run a spotless facility and still fail its customers if the vendors it sends material to cut corners — dumping, unsafe labor practices, or mishandled data further down the line. Appendix A says: you’re accountable for your downstream.
What the standard requires
In plain language, an R2v3 facility must:
- Keep a list of every downstream vendor that receives focus materials or reusable equipment.
- Have a written procedure for how vendors get evaluated, approved, and monitored.
- Collect the paperwork — current environmental permits, R2 or equivalent certification status, and a signed agreement committing the vendor to legal compliance and responsible practices.
- Look closer at non-certified vendors — through site visits or third-party audit reports, not just a phone call.
- Re-check every year. Vendor qualifications get re-verified annually, with a documented process for handling problems like an expired permit or a lost certification.
- Track the material flow — manifests, bills of lading, and weight tickets showing what went where.
Sending focus materials to an unvetted or non-compliant vendor isn’t a minor paperwork slip. It’s a major non-conformance.
How far down does it go?
Here’s a practical detail worth knowing: the facility isn’t always required to trace every step to final disposition. If material goes to an R2v3-certified downstream vendor that was properly vetted, and that leg of the chain is registered with SERI, the facility can stop there. Certified vendors downstream are themselves required to know and disclose the rest of the chain. It’s trust, but verified trust — each link audited, each handoff documented.
We maintain qualified downstream vendors for every material stream we handle, re-verified on a regular cycle, with the paperwork to prove it. Schedule a free pickup or see what we accept to get started.
